It's often best to install over a compacted base (like crushed rock) and use landscape edging to keep it contained.
 
How to Maintain Pea Gravel Surfaces
Rake regularly – to redistribute displaced gravel and keep the surface level.
Top up occasionally – stones can sink into the ground or migrate over time.
Weed control – use weed barrier fabric underneath, and remove weeds as needed.
Re-edge or contain – install edging (metal, plastic, stone) to prevent spread.
Compaction – optional, but lightly compacting can stabilise it for paths.
